Paying the bills on time still arrear principal is added in a bill.. This is a fraud that needs to be revealed.. The board is cheating with the uneducated customers as they are unable to raise a voice.

excess billing

My consumer number is[protected] under tihu electrical sub division. Bill no-3365340 for the month of july 2018 is rs.3590 this amount is excess as per my electrical consumption. I have already lodged complaint regarding excess billing. But till date the issue has not been resolved. I have been paying the electricity bill since installation of connection. So, please do not push me as a defaulter consumer. Please rectify the bill at the earliest as per actual consumption o[censored]nit, by verifying the meter as well as previous bills

non availability of electricity supply in khowang area, assam

In khowang area under dibrugarh district, there is no consistency of power supply by aseb. Only 6 to 8 hours of power supply is available out of 24 hours.
This is a not a so called rural area and almost more than 30 villages are covered under this area. It is not that the billing are not done in time. We request aseb to justify such poor service. How many kw are they receiving for khowang area and how they were distributed area wise?

There was a sudden short circuit yesterday in my home electric metre. I complained yesterday night... They said they will send people. But no one came.. Again today we called they said they will come by 2. But its already 5 30 no response. Very improper service.

I am a resident of dr. Ashraf ali road, north lakhimpur, assam-787031. I regret to inform you that everytime there is heavy wind the electricity gets aloof though the nearby area gets electricity. And in our place it takes too long to get back. Many a times it takes one complete day. I have complained with the board with no result. If this happens in the heart of the town how the dream of complete rural electrification would be realized.

Dear sir,
On 26th june'17 we hv submitted a complain letter along with 13 consumer sign regarding low voltage and damage post and in night voltage fluctuate heavily of our locality (Maniram diwan road, das para, borpathar, near monoroma ghee house, tinsukia), ward no-14 but regret to inform you the problem not yet solved by a. S. E. B, tinsukia. Therefore, most of the time we are facing loadsheding in our phase bcz our mainline is single phase and transformer distance is far from us. Today is a very hot day and from 6.30pm onwards we are facing loadsheding. We hv lodged so many complain but till now 11.24pm nobody come and supply power.
Please take a serious action against them bcz if they can not provide service in municipal area then how can we expect they will serve to the rural area.

With all due reaspect i would like to inform you that we have been running an industry for the last 20 years by the name Karguha and Co saw mill. We have sifted our industry in another place everything is completed except the electricity connection along with new transformer. We have completed all our documentaion and all other formalities. But because of the absence of the AGM ( Mr. Goswami) Mirza ASEB division office, our process is dealyed by 2 months. Plz give a solution to solve this problem.

non issue of consumer account number

Good Morning Honorable Sir.
My name is Sourindra Nath Phukan Staying in jorhat Sastripeeth Road . I have two digital ASEB meter. Previously I pay my ASEB bill through my net banking. Now I am also ailing patient frequently go to Delhi for my treatment as I am suffering from heart (Pacemaker is implementation in my heart), uncontrolled sever blood sugar, Kidney problem lastly one acute ulcer inside my neck. .Again I will go to Guwahati on 5th July for next treatment. Mainly Mr Arup Phukan is my causing brother staying near by me. I asked him so many time to collect my consumer account number but he is not interested. If I not getting consumer account number then unable to pay through net banking I also not able to go to ASEB office to pay bill. I am a very particular man Due to my serious ailing problem I do hereby kindly immediately ISSUE CONSUMER ACCOUNT NUMBER

Electricity problem

Very poor service from the board. Current gone at 11.30 pm in women's college region and now it's 3.00 am but still no current. Landline no. is switched off and it's difficult to sleep at night in hot weather conditions. Please do something.

delay in replace Meter Box

Bank Draft Rs.1300/ was deposited on 10/11/2014 to ASEB Dergaon to replace Meter Box N0 934858 at my residence Dergaon Ward 3 while they have issued receipt no A-CEM/MISC/2001/65 dtd 10/11/2014, Subsequently when I visited them on 29/12/14 &10/01/15 I was assured to set up the box in the next day in both times.
However two month have already been ellapsed no action has still been taken.It is for your information to take up the matter as extremly urgent.

LOW VOLT POWER FROM THE LAST 32 HIURS

FROM THE YESTERDAY MORNING 6 AM WE NOTICED THAT OUR EQUIPMENTS ARE NOT WORKING PROPERLY THOUGH THERE WAS NO POWER CUT, LATER WE NOTICED THAT VOLTAGE INDICATOR WAS SHOWING 40VLOT, AND THERE WAS A FLUCTUATION ALSO, DUE TO WHICH MY 1 H.P. WELL PUMP GOT BURNT. IN THIS REGARD I HAD LODGED A COMPLAINT ALSO, ON YESTERDAY AS WELL AS TODAY, BUT TILL NO RACTIFICATION HAS BEEN DONE.

Fraudulent electricity connection

Myself from ekoratoli binoigutia gaon, P.O. - Dikom, Dibrugarh - 786101, Assam, India. In my place a number of house hold have taken fraudulent electric connection. As a result of which we the genuine consumer of ASEB have faced trouble of frequent electricity failure particularly in night.
This is for your kind information and needful action as soon as possible.

Provided Defective Meter. Meter no : 12/h/d/58/4

Hi,
We have house in Tambulbari/Tinsukia. We currently stay in delhi. Our meter no : 12/h/d/58/4 One day an engineer came from electric supply board and changed our old meter with new digital meter which was not in working condition. This time when my father went to electric supply they asked us to submit Rs.1400.
Although we should not give that payment but still my father did the same 2months back and till date we didnt receieve the new digital meter.
Now when we go there to ask they always give us a new date to come over to electric supply board. Today they asked us to come on 20th.
Kindly tell us what should we do.

ASEB fails to provide information under RTI

Inordinate delays in furnishing information under the Right to Information Act, 2005, has become frequent in Assam with users becoming increasingly frustrated. There have been cases in which information about the use of tax payer’s money has not been provided during the period stipulated under the provision of the Act.
The Assam Tribune has acquired documents which suggest that an application received by a State organization early this year has met with no response till today. The application to the Chief Public Information Officer, Assam State Electricity Board was handed over on February 2.
The information requested was the tour programme or tour diary related to official tours made by AK Sachan, IAS, from the period January 2007 to December 2009 in the capacity as Member (Finance) ASEB and Managing Director, Discoms, and Chairman ASEB. Also sought was information on expenditure incurred by Sachan as TA/DA for the same period during official tours.
According to the Consumers’ Legal Protection Forum, which filed the application, information was also sought on the tour programme and diary relating to the official tours of SC Das and CK Das, who served as Chairman ASEB during various periods.
After waiting for several months, and being unable to acquire the relevant information, the Forum next approached the Chief Information Commissioner’s office to “appeal against non-furnishing of information under RTI Act”. The appeal was submitted on June 22, and significantly it requested that penalty be imposed on ASEB for its failure to provide information to the applicant.
The Forum, in its letter to the Chief Information Commissioner, pointed out that due penalty should be imposed under a provision – Section 20 (1) – already existing under the RTI Act 2005.
It is worth mentioning that the Forum has on an earlier instance also faced delays in receiving information from the ASEB. The information in that case was sought with an application dated July 6, 2009. But after putting it on cold storage, information was finally provided in March this year.
RTI users and activists have frequently complained about delay in acquiring information, and believe that absence of penalty on erring government officials has made matters worse.

Faulty billing

At a time when the ASEB has sought to act tough on erring consumers, shocking facts have now emerged how it has been charging and billing some the biggest consumers in the government sector for several years.
Data acquired by Consumer’s Legal Protection Forum (CLPF) after an RTI application has pinpointed the ASEB’s failure to properly record and charge electricity consumption of the State Secretariat, State Guest House Number 1, State Assembly, and the Governor’s official residence.
“It is bizarre how the important offices and residences have been charged, as bills show several discrepancies. It is surely different from the way, the common person is charged for her or his energy usage,” said Ajay Hazarika, co-ordinator of Consumer’s Legal Protection Forum . “The bills show that the government consumers are beyond the norms of the Assam Electricity Regulatory Commission,” he added.
For instance, in a bill with the consumer name Secretary GAD, of March 07, the meter reading appears bizarre. The present meter reading is AV, while the previous reading and difference in reading are simply absent.
In another bill in the name of Assembly Secretariat, there are no figures available for difference in reading, or previous reading. The present meter reading is again mentioned as AV.
Further questions are raised by a detailed billing statement of the State Secretariat. During 2007, the units consumed for January, February, April, June, July, August, September, October and November are precisely the same – 540537.9, while March and December figures are alike – 558555.83. Interestingly, 540537.9 units were also consumed in the months of July, August, September and December of 2006. This comes as a surprise to all those who know that energy use keeps changing in different seasons of the year, and consumption of electricity cannot be the same during summer and winter.
According to the Consumer’s Legal Protection Forum , the facts make it abundantly clear that in all the four places, which enjoy uninterrupted power supply, there have been no accurate measurement and billing of the electricity consumed. What the information reveals is a farce in the name of billing, the forum stated.
Hazarika further mentioned that acquiring the information through the RTI provision was not an easy task. “We did not get the information at first, it was only after the Central Information Commission issued a directive that the required data was handed over in March this year. The first application was filed way back on July 6, 2009.
He said that the gross irregularities in billing in the four places could not be isolated instances. Similar violations of rules and regulations must be taking place in scores of other government assets, ultimately wasting tax payers’ money.
The Consumer’s Legal Protection Forum said that unless digital meters were installed in all Government establishments, and accurate readings of meters were the basis of billing, the ASEB should not raise power tariffs, a step that it is contemplating.
