Assam Police — fraud against me

Sir i want to state that i got frauded through online in instagram. A seller of instagram user ptomised to give me a product which u ordered through him. And i paid a advance payment of 400 rupee to his paytm wallet and i couldnot receive any product. As soon as the seller received the payment by me through paytm wallet he blocked me n took my money without giving anything to me please sir i want to file complaint n take action against that fraudster.
