Bajaj Finance — Foreclosure charges on loan sanction with 0 foreclosure

I got my personal loan sanction on 3 June 2016 with zero foreclosure. IN May 2017 when I approached customer care of Bajaj finance, they asked me to pay outstanding principal amount along with foreclosure charges of 4.6% (inclusive of service tax).
This was first time when I came to know about the foreclosure charges which is breach of mutual contract between us.
My questions are simple that when they started levy of foreclosure from 1st June 2016 why they sanctioned loan on 3rd with 0 foreclosure, which means they just try to exploit the customer at their wish.
Further, if my loan is sanction after the policy change, so exception approval has been take to grant 0 foreclosure loan and I am not liable to pay foreclosure charges but they are not ready to listen any thing.
