Barasat Rto — Motor vehicles registration mistake

BARASAT RTO has made mistake while Registration 0f my car (WB02V5096) and registered it for 10 years instead of 15 years and now asking me to go for a CF procedure and to pay a huge fine of INR 35000/- towards expiration of registration, which basically is their fault.
