Barasat Rto — Repeated delaying of learner and cheating of agent

I have applied for Learner License at Barasat RTO on November 2015 via agent Gopal- On December he arranged for Lerner test. Now it is January 2016. But still I have not received my Learner License. Agent Gopal is just a fraud person who can only ask for money but can not delivered this right now.
