Bdi Group — Not Refunding Amount in case there is no house allotment

I filled a form for house in bhiwadi launched by BDI group (MukhyaMantri Jan awaas yojna 2015). My application number is 12930. My name was in waiting list. They sent a letter stating that if you want allotment then you can get allotment by submitting 10% of amount.

I called BDI group office guy (Paramjeet), he told that UNIT Number is not mentioned on your letter so dont worry about that, dont do anything you will get refund of your money. So i didnot do anything as per him.

Now they are denying to return the money. I have called them several times but they are giving me excuses. They are saying that house has been alloted to you so we cannot return money.
