Bharat Gas — My cylinder is leaking....they say call after some time!!

We installed new BHARATGAS cylinder and it started leaking and making noise.So i phoned distributor he dint pick then i called on their toll free helpline of bharatgas [protected].First of all THEY TOLD ME TO CALL AFTER 11AMTO DISTRIBUTOR.I asked for any other number i can contact, they told me they are transferring my call. after 5 min of wait. A lady picked she told me to wait for 2 min. She came back asking what state are you calling?and what city? WHAT WAS SHE DOING FOR TWO MINS.after spending another 5 min she told me city for which i am looking for is not there in the list.Which i already knew.I had to visit my distributor leaving my kid home alone.should not customer care well equipped with all necessary info and trained to handle such situation??
