Bharat Gas — Refill booked but not yet delivered

I have booked my bharat lpg refill on 20-jan 2015 but still my gas is not yet delivered even after 30 days. This is the kind of service delivered.We have to suffer for our daily cooking from last 5 days. We are following up with complaints and visited city gas distributor-salt lake, kolkata but distributor is not responding.There are many contact no provided but no one respond to any calls.
This is a serious issue which should have some sla for delivery timeline else general people are suffering due to bharat gas.
