Bharat Petroleum [BPCL] — dispute with refund of deposit while surrender

I took a new gas connection from balaram distributors, taratalla, kolkata in year 1999 and now i want to surrender the connection. But when i went to the gas distributor office with my regulator and cylinder they informed that i will be getting only 30% of my deposit amount back as the rest had been refunded as subsidy we are getting in.
My deposit is rs.1000 and rs.300 is being refunded back to me where as i am returning everything to my distributor.
The distributor code of m/s balaram distributor is 461830.
Please look into the matter as soon as possible.
