Bharat Sanchar Nigam [BSNL] — BSNL employee Money taken for Sim, but sim not activated

My name is arun and i have purchased sim from BSNL employee for 160 Rupees, i have ported my number so he taken 110 recharge amount and 50 rupees for sim card. But sim not activated as he said pic is not properly coming while KYC.
He said he will do KYC again then he said you have to pay amount again.
So every time he is asking money from me without activating Sim card.
His no is [protected], this person is now selling BSNL sim from his stall in Bank Colony Bachan Singh Nagar Haibowal Kalan Ludhiana
