Bharat Sanchar Nigam [BSNL] — Customer care number is not picking a call since a month

Dear sir/madam
I nagaraj Prabhu having BSNL number called for blocking my lost sim ending with 1396 to customer care number 1503 but none of my call picking
But how to block them .what is the use of it.please enable us picking up a call or enable option to block in your BSNL self-care mobile app. I contacted BSNL office but they said you have cc only.

BSNL 3G NETT COVERAGE OF BSNL IS VERY SLOW AT LABOUR HUT, BACHELI, DANTEWADA DISTRICT OF CHHATTISGARH. NO response from bsnl even though is trying to contact several times. There is a malafied intention with other network. No speed. Unable to do online transaction and works with BSNLNET.

Bsnl network is available in Bacheli continuously missing there is malafied intention with other network.
