Bharat Sanchar Nigam [BSNL] — emergency call only for last one month.

I have a post paid connection [protected]. I am not able to receive or make call. This number is linked with adhar and bank so I am stuck. I am paying the bill without getting the service. I am at the moment in delhi and I am stuck. I am not able to port as there is otp they ask me to change the SIM, how can I change the SIM when I am in Delhi and nit in Nagpur. Please help.
