Bharat Sanchar Nigam [BSNL] — fibrenet or broadband

I have apply many times for a new connection.
I want broadband connection for my home.
My neighbour is using bsnl broadband already but when ever i apply for new broadband connection bsnl workers or officers says that there is lack of machinery for new connections or other reasons.

I dont understand there reason becuase bsnl is indias biggest company.

Please help as soon as possible
I want a new fibrenet connection from bsnl now.
