Bharat Sanchar Nigam [BSNL] — landline dead for last 3 months

Is dead for the last 3 (Three) months. No action has been taken on this. My phone serves to a family of two senior citizens with a handicap son.
No new complaints can be placed as the server is prompting that previous complain number is still active.
Please do the needful urgently!!
