Bharat Sanchar Nigam [BSNL] — Not able to send port out message

Address:Bsnl office

I am trying to get my sim ported out from bsnl to other network. Message is not being sent to 1900. It's failing again and again. Though I have active plan for 28 days.

Please resolve the issue urgently.
