Bharat Sanchar Nigam [BSNL] — Not allowing customers to port to other network providers

I have been trying to port my number from BSNL to other network provider and BSNL is not allowing me to do so. I have been trying continuously from May 7 2021.
According to TRAI we have to send a message to 1900 with body PORT . After doing this I have been repeatedly getting:

Request for UPC for your mobile no. could not be processed. Please retry after some time

This is a scam and I have been losing 1.2 Rs for every message.
