Bharat Sanchar Nigam [BSNL] — PORT number not received - Chennai

Hi,
I am trying to get the port number by sending messages to 1900, but getting reply "Request for UPC for your mobile no. XXXXXXXXXX could not be processed. Please retry after some time."

Whom should I contact to get this issue addressed? 1503 Customer care was not helpful.
