Bharat Sanchar Nigam [BSNL] — RE : contractual obligations

BSNL is on 3G service and I'm getting pathetic data speed at my location. I am trying to port my number to another network service provider.

PORT send to 1900

During the process of generating porting code I am getting below message :

"UPC cannot be generated as there are subsisting contractual obligations with your service provider. Please contact your service provider for further assistance."

I have already attached the image of the message. I have already sent message at least 5 times and received the same message from 1901 every time.

Kindly please remove these obligations.
So that I can talk peacefully.

I also have same issue bsnl should be banned from india worst network isk of India. Tatti . We can't even port and send a message.
