Bharat Sanchar Nigam [BSNL] — refund not credited to bank

I have surrendered my bsnl landline and broadband connection in the month of july 2017. I submitted the telephone receiver, broadband modem and ups to bommasandra, bangalore 560099, bsnl telephone exchange. They told me providing me with a acknowledgement that i shall get the refund within 3 months of surrender of the connection but still i haven't not received any refund from bsnl. I have got a bill of sept 2017 where refund of rs.2591 is clearly mentioned. Under circumstances i want to know the status of my refund and raise a complain against bsnl.
