Bharat Sanchar Nigam [BSNL] — regarding to new landline and broadband connection

My landline connection[protected] is dead from 4 years and bsnl cut this connection without any satsifactory reason. I have applied for new connection before 2 years at exchange office but it not done yet and no responsible and satisfactory answer is given by jto and sdo.
Only ask for give 2 days 3 days but nothing is done in 2 years
