Bharat Sanchar Nigam [BSNL] — Sim always show not in coverage or emergency call only

Bsnl always show not in renge or emergency call. I recharged for 60 days but there is no service in bsnl (Pune) sim. I have 1 gb data /day but i never expirienced net in sim. Why i'm paying for this.. For no service?
My second sim jio is working good thats why my work is going on. But i am paying bsnl so i want good service from them.
