Bharat Sanchar Nigam [BSNL] — They are not providing the PORT number

Due to bad service I want to switch from BSNL to other network. So I am sending the message to 1900 for the PORT but every time balance has been deducted but they sending the message "Request for UPC for your mobile no [protected] could not be processed. Please retry after some time."
