Bharat Sanchar Nigam [BSNL] — UPC number not getting generated while trying to PORT from bsnl prepaid sim

When I'm trying to PORT out from bsnl prepaid Sim, I'm receiving this sms

UPC cannot be generated as there are subsisting contractual obligations with your service provider. Please contact your service provider for further assistance.

I have lodged a complaint with their customer care too but they have not updated anything to me. This is critical for me.
