Bharat Sanchar Nigam Limited [BSNL] — My landline is not working for 3 months but i am paying the bill.

For the past 3 months my landline is not working, i have raised the complaints using 198, but it is not solved, i talked to AE, he is not giving proper reason, then i made a complaint using the Grievance Registration Form, it is closed without solving, but i am paying the bill for every month, the which is not working, what to do i dont know
