Bharathiar University — BBM degree certificate not yet received even after 8 years

I have completed my BBM degree on July 2014, I haven't received my BBM completed certificate yet. When I visited University at Coimbatore. They asked me to pay challan of 2000Rs and mentioned certificate will receive by postal. But no response from them till date.
