BPTP — BPMS is demanding electricity consumption charges for vacant unit

I took possession of my unit in 2014 till then my unit is lying vacant. In June '16 i got a electricity bill of Rs 3723. I wrote to BPTP that my unit is unoccupied but as usual nobody wants to listen, they promised me that pay this time and they will refund the money after resolution. Till data nothing has happened. Now again i have got a fresh bill of 3836. I havn't even visited my unit since last 3 months, it is still lying vacant. This time i am not going to pay any electricity charges. i need a permanent solution. if somebody is stealing Power from my meter BPMS has to stop that as we are paying monthly security charges, i have no choice left to file an FIR against the theft. Please adjust my last paid elec. charges of Rs 3723 & remove Rs 3836 current charges.
