Bruhat Bengaluru Mahanagara Palike [BBMP] — Garbage collection fee

Hi,
I am staying in Munnekolala Marathahalli, previously in my old building i used to pay 20 rupees per month for garbage collection guy...after that they took 50 rs per month...now he is asking 100 rupees per room..
In my building 10 rooms are there...so is that they have to collect 1000 rupees per month per building...????? It's very high amount...when I asked that guy he was telling fee increased...and when I checked on BBMP site there it's mentioned by Mr Gupta Sir that, there will be no collection fee for garbage... please me...
