Bruhat Bengaluru Mahanagara Palike [BBMP] — Hsr layout Garbage collector demanding money

Bbmp garbage collector at HSR LAYOUT SECTOR 2 is asking for money for picking up clearly segregated waste. Upon asking for the reason he just mentioned “Everyone else is paying.” I don’t understand the logic in this. Is everyone supposed to pay for garbage collection apart from the house and property tax already paid to the government?
