Bruhat Bengaluru Mahanagara Palike [BBMP] — The cleaning woman spilled my garbage at my door at 3rd floor

She asks for money anytime and everytime but this time I broke one of my finger and the insurance money is stuck and what not so couldn’t give her the money, she once kept my garbage back on 3rd floor, i kept it back, she then put it back on 3rd floor and spilled it outside my door. Please this is not acceptable. I am not even sure if I’m supposed to give her money
