BSNL Bb Plan Change — BSNL BB plan change without any notification

My BSNL account no is [protected].My land line no is[protected].I have BSNL broadband of BBG FN COMBO 630 in which i have 2am-8am unlimited night free internet.But on this july they suddenly change this plan without giving any notification and already charge 1600 rs. What is happening to BSNL?They come on the street of cheating atlast.By this i would notify to the government about this illegal steps.
