BSNL — Bill sent irrespective of phone not working for 2 months

We have been using BSNL for over 15 years now. Since 15th April 2015 till 11th June 2015 we had a non functional phone line due to BSNL issues. Irrespective of lodging multiple complaints, BSNL authorities failed to rectify the issue for almost 2 months. They have however sent us a bill of 300 plus (Bill no:[protected] which is absolutely outrageous considering the fact that the respective authorities did know about the non functionality of the phone connection. I have contacted Belman, Inna and Karkala telephone exchange however i haven't received any positive response. I refuse to be ripped off like this. I do not wish to pay the charges that was falsely billed to us and want the money to be waived off. Requesting the BSNL authorities to look into the matter failing which i will take this matter to court.
