BSNL Cellone — Promo rule violation and plan change without my knowledge

Hello, I'm Subhajit Paul. My BSNL Cellone number is [protected] under Bankura exchange of West Bengal Circle. I recharged with Rs. 96 promo on 08.07.2014 for having facility of BSNL to BSNL 10 Paisa per minute scheme with validity of 1 month. But on 31.07.2014, I got message after a call that I'm in per second plan and they charged Rs. 1.40 for usage of 140 seconds. Is there any reliability of the promo schemes in BSNL?
