BSNL — Landline shifting charges of Rs. 300/- levied despite providing internal wiring against rules.

Hi, My name is VAMSHI KRISHNA KUMAR VEMULA. My landline number is[protected] after shifting to Abids/Gunfoundry area, Hyderabad from Vanasthalipuram (Auto Nagar Exchange) area of Hyderabad. Before shifting. my landline number was[protected]. My landline account number is [protected]. I was overbilled with Rs. 300/- as a telephone shifting charges in the current month bill (Bill #[protected], dated 06 Jun 15, with pay bay date of 27 Jun 15. Therefore, bill amount spiked up to Rs. 596/- with service taxes, which I usually get around Rs. 233/- (approximately) with taxes. My telephone shifting request Docket number is[protected], which was raised on May 27, 2015. Old number[protected] was disconnected the same day and the new exchange number[protected] was assigned to me the next day. I moved to new addressed on May 30, 2015, and line was already active. When I called the BSNL customer care after I received bill over SMS on my mobile (+91-[protected]), they clarified that it is shifting charges for internal wiring. Internal wiring was already existing at the new address, as the old occupant was also BSNL customer and flat owner has done internal wiring during constructions itself. I also carried the wiring along with device (telephone) per BSNL recommendation as I had already paid for it in the past. Also, lineman only turned up ONLY my shifting to the new address (Abids/Gunfoundry area). He ONLY came to check but my line was active and I already started using it. The new shifted address, apart from the internal wiring with already active BSNL connection, also had telephone connection box readily available only the telephone jack to be plugged in and to be used. So, I connected the device jack myself and my new line became active after I moved there and called my old exchange (Auto Nagar - Vanasthalipuram, Hyderabad), where I gave the shifting request application form. Also, it is clearly mentioned in the BSNL Website (http://bsnl.in/opencms/bsnl/BSNL/about_us/forms/index.html) in PDF form (Page 2 - Point No. 8) available in "Landline & ISDN" section as, "If the subscriber provides internal wiring at the new place, he will be entitled to the rebate at the prescribed rates [Rs.300/- as on 1st August 2001]." I repeatedly called customer care and also called the exchange numbers[protected] /[protected] /[protected] / 1500 / 198 / [protected] /[protected] they gave but none respond and every call is going in vain. Most of the above mentioned numbers will ring but will never be answered. I also spoke to the lineman at the shifted address named, Yadagiri Reddy (Mobile No. +91-[protected]), who only came after the phone was connected and active, who gave me some numbers[protected] / 198 /[protected] which were already mentioned above to call and lodge a complaint. On repeated calls, someone on[protected] responded and gave me 2 other numbers[protected] /[protected] of AOTR (accounts) and said that I should NOT be charged per policy and suggested me to talk to accounts (AOTR) to get this resolved, but calls to the 2 accounts department numbers were never answered, which lead me to Google search to find this site and file the complaint.
