BSNL — New connection is not providing in perungalathur chennai

I applied and paid 1500/- for BSNL new connection near Perungalathur, Chennai. It has been more than one month. Daily, i'm going to BSNL office but no use. Daily they are postponing. The Line Man is started scolding me when i enquired about the connection about BSNL connection. The Line Man is coming to office at 11 AM and Going home by 4 PM in between Lunch.
