BSNL — Speed is bad for 3G or 2G network

I recharged with 98 Rs of the BSNL data pack. speed is so bad, when I change the network setting of 2G or 3G network, but not given speed by the BSNL provider. when I open page of the web, not open in one to two min. it takes like hang the page. No youtube video run in one minute.
