BSPHCL — about electricity meter

I am from bihar buxar and want to complaint about electricity problem. We have borrowed a new electricity connection and did our payment at bijli office on 22/11/2018 but didn't got any connection or meter yet. My CA no. Is TEMP[protected] and it is on the name of Sanjay kumar . The reciept provided by bijli office after payment is here in the image.Please provide a quick response
