bulk SMS service — Payment made but service not received

I had paid money amounted to Rs. 5000/- to purchase bulk sms from a provider, but after making payment to him that person is not even answering my call neither he provided me any such service which i had purchased. I had tried several times to make him contact but he is not answering my calls. Help me to get my money back from that person.
