Campus Students Communities Pvt. Ltd. — refund of deposit amount paid

I paid rs.33, 000 to campus students communities pvt. Ltd. On 22/04/2019 as deposit amount for availing their hostel services which was to begin from the month of august 2019. Campus students communities pvt. Ltd. Did not provide me with invoice regarding the deposit amount even after i requested for it.
Later i no longer needed the hostel services and hence i requested for a refund of rs.33, 000 from campus students communities pvt. Ltd. Through mail on 19/06/2019.
But i didn't receive any response for more than 2 months.
I called their office on 06/09/2019 and enquired regarding the refund and i was informed that i would be refunded only rs.16, 500 and not rs.33, 000 as they deducted rs.16, 500 in the name of establishment fee.
But at time of admission, i was informed that the establishment fee was only rs.10, 000.
When i asked at what time i could expect the refund, i was rudely informed that i had to wait for an unknown period of time. They informed me that they won't compensate for interest for the period.

I want a refund of rs. 23, 000/- and interest amount for delaying the refund and also damages for mental agony from campus students communities pvt. Ltd.
