Capgemini — capgemini not releasing offer

Hi, i have attened interview on june 13 and hr round also completed. They asked me to send all my documents, i have sent it. Now i am sending emails to them for asking offer letter, but they are not responding. My point of contact hr name is atul chowdary. Please help me on this. I have tried to contact him through linkedin and by call, but am not getting any response from him. I am not all sure why they are doing like this
