CBSE — Harassment of employees(teachers) by not returning their certificates unless they pay money even after giving proper notice.

I have a complaint against New Horizon Gurukul school in Bangalore. They compel all employees (teachers) to submit their certificates with them.certificates are returned only after paying 2 months salary although there is no such clause in appointment. Even if an employee resigns after a proper notice period, the certificates are not returned without payment. Can CBSE not look into the matter?
