Central Board Of Secondary Education [CBSE] — 10th duplicate certificate

I have applied for a 10th Duplicate marks memo on 4th June 2019 at Chennai Regional Office under Tatkal scheme. Its more than 1.5 months and no staff at Chennai are providing proper response. I never witnessed staff operating landline[protected] answering calls, even if answered they put the calls on hold for long duration until it gets disconnected.
Sir we belong to state of Maharashtra the only communication we have is the helpline no's provided by you, if even these are unanswered what is the fate of millions of CBSE students studying in different states.
CBSE board is a highly reputed institute across India but this kind of least committed staff is bringing down the standards of the institute. They just keep postponing every time they answer calls and never share at least the proper status of our application.
Please help us, In this regard sir.

Pdm public school which is in Bahadurgarh take the fees from students of June month which is not allowed by govt.
We have not study in that month.

So you are requested to take decision against this

A middle class family parent can not afford it and they get burden
My brother has passed out 12th class from kadam public school bhooni chauraha sardhana, meerut.

I asked them for transfer certificate then they asked me for 500rs for this.

I want a legal action against them . They are teasing parents for it .
