Central Board Of Secondary Education [CBSE] — charging tuition fee for plus 1 for student left from class x

Before declaration of class 10 result, shantiniketan indian school, doha asked students to submit provisional admission application for plus one along with tuition fee for three months. So did. Then student, even before the result, withdraw the provisional application; and did not attend plus one classes. School, gave transfer but did not refund the tuition fee. No vacancy exists for plus one seats. Unlawful enrichment and double fee for a seat. Many requests made no reply; also dishonestly took back original receipt making false promise to refund.
