Central Board Of Secondary Education [CBSE] — choice of language subjects for board classes not clear

My daughter is studying in a reputed school of phagwara (Punjab) in 8th std going to be promoted in 9th std this year. Recently i came to know that the school is in practice of teaching both punjabi and hindi subjects to the whole class irrespective of the fact that there is the choice of pursuing one language out of the two. The students are made to prepare both the subjects n even take the exam of both subjects throughout 9th and 10th. I fail to understand why they are wasting precious time of the students. How can i lodge the complaint against the school. Pls help
