BEFORE THE HON’BLE CONSUMER DISPUTES REDRESSAL COMMISSION
COMPLAINT UNDER THE CONSUMER PROTECTION ACT, 2019
Complainant:

Opposite Party:
Central Board of Secondary Education (CBSE)
Shiksha Kendra, 2 Community Centre,
Preet Vihar, Delhi – 110092
I applied for issuance of duplicate educational documents (Duplicate Certificate, Marksheet, and Migration Certificate) through the CBSE online portal and successfully paid an amount of ₹3, 850 via UPI on 03 January 2023. Despite successful payment, the CBSE system continues to demand payment again and my application remains pending. I have made multiple follow-ups and submitted proof of payment, but no response or resolution has been provided till date. Due to this inaction and negligence on the part of CBSE, I have been unable to obtain essential academic documents, causing mental harassment, inconvenience, and hardship. This amounts to clear deficiency in service and unfair trade practice under the Consumer Protection Act, 2019.
I respectfully pray that this Hon’ble Commission may be pleased to:
Direct the Opposite Party to immediately process and issue my duplicate educational documents without demanding any additional payment OR refund ₹3, 850 if the service cannot be rendered;
Award compensation of ₹25, 000 for mental agony, harassment, inconvenience, and hardship caused due to prolonged negligence;
Award ₹5, 000 towards litigation and incidental expenses;
Pass any other order deemed fit in the interest of justice.
