Central Board Of Secondary Education [CBSE] — Heavy school bags

There was a school bag policy which came out in 2020 against children carrying heavy school bags. Schools and the Board does not seem to care about it anymore. Kids are carrying bags weighing upto 10kgs everyday. Why can't CBSE approve text books which are broken down into 2 or 3parts? Don't they care about a child developing health issues related to heavy bags or do they only care about their education? Why don't CBSE order the schools to advise their teachers to instruct students on which book to bring the next day? If the students don't bring a particular text book, the teachers look at punishing these kids.
I hope CBSE board will do the needful.
