Central Board Of Secondary Education [CBSE] — Money taken by school for conducting final practicals

I m a student studying in class12 from dr kitchlu senior secondary school, moga, punjab . our school is taking Rs 1000 in name of conducting final practicals of board i wanted to know if board is really charging or not ?
our school is saying that they used to pick the teacher and leave the external teacher and observer at home but yesterday my fine arts practical took place i took my external teacher with me and left her at her home . i wanted to know what is happening ... plz help me mam / sir ... i belong to middle class family my parents cant afford that much
