Central Board Of Secondary Education [CBSE] — School not giving my child transfer certificate

My child Shubham Gupta was studying in Bal Mandir Sr. Sec. School, Preet Vihar. And due to financial issues I don't want to send him in private school. And when I goes to school i.e, on 3rd June, 2023 they said you have to pay the fees of class 11th and after that they will give the certificate. They are asking for 20, 000 rupees. And I don't have it, how I can get my child's Transfer Certificate to get admission in other school.
