Central Seat Allocation Board [Csab] — my fee which I deposited for special round is not yet refunded.

I filled form and i deposited a fee 36500rs and i got a seat in second round but due to some reasons i can't go there and i took admission somewhere else and i contacted csab regarding this issue but there was not a single reply from there and
I contacted the csab centre which is mnit jaipur but they don't pick the call and please help me regarding this matter and my refunding fee.
