Chandigarh University — not refunding money

Respected sir,
Sir, its humble request to refund the fees which is paid to chandigarh university from fasttrack account of 10000 rs. Fasttrack id: ft - 209967, paid this amount on 11 may, 2017.
And was told by the admission staff that it will be refunded. And now i opted for the other institute but now they are not helping me to brief me how to get a refund from chandigarh university fasttrack account.
Please kindly refund my fees or i have to take the serious measures.
