Chupchaplelo — Samsung power bank 20000mah not working

I ordered product combo of samsung 20000 mah power bank with 6 port usb smart chrger order no oid362522 (Invoice jwh[protected] on date 20/04/2016. I got the product on 23/04/2016 at that time i opend and want to use power bank but i found it is not working and found 16800 mah instead of 20000 mah therefore i want to change it or refund my balance rs.699 with immediate action.
